The general public has a legal right to obtain these records, and most inquiries are free of charge except for copying or mailing fees. The trick is knowing how to request or look up each record type efficiently.

This resource provides guidance on accessing public records in Anderson County, Kentucky, by providing vetted resources together in one place; it also offers streamlined instructions, links and tools to navigate the numerous agencies that offer these records.

How To Access Arrest Logs, Mugshots & the Reason for Detainment in Anderson County

Citizens in Anderson County have access to public records, including arrest records with mugshots. Several organizations maintain criminal records, such as city law enforcement agencies, county sheriff’s offices and local courts.

Kentucky’s records are designated as public by the Office of Attorney General and outlined in the Open Records & Open Meetings Acts Guide.1

Record custodians, also known as agencies, keep public records updated and distribute them electronically or by physical copy when a person submits a records request. However, none of these agencies have a combined central database, forcing individuals to figure out which organization to contact according to the information they need.

Residents of the U.S. have the right to access to public records per the Freedom of Information Act (FOIA). The FOIA, established in 1967, ensures U.S. citizens are informed and preserves the nation’s democratic society.

Look Up Someone Who Was Arrested in Anderson County Kentucky

For citizens who may have concerns about an acquaintance or partner, searching for their arrest record can give them access to revealing information.

The details the records include can help them make better decisions before entering into a personal or business relationship with the person. Arrest records for individuals contain details about the type of offense they committed, the severity of the crime, how long the offender was imprisoned and whether they were released early on parole.

Arrest records may reveal the person has been involved in fraud, passed bad checks or stolen money from acquaintances who put their trust in them, an indication someone may not want to do business with them.

Locating arrest records can protect citizens from harm if they uncover a partner has a record of domestic violence or child abuse and allows them to make an informed decision to let this person into their life or not. For offenders who have a history of arrests for driving while intoxicated, the inquiry is valuable for those who may want to find out more about this person’s possible battle with alcoholism.

How To See if Someone Has a History of Crime in Anderson County Kentucky

When searching for an Anderson County offender’s criminal record, the public can use several of the agencies outlined below depending on what type of records they need. Criminal offenses include felonies, misdemeanors and infractions.

Felonies involve the worst crimes, including assault leading to serious bodily injury or death, and are crimes that result in one or more years of incarceration.

Misdemeanors such as shoplifting, trespassing and driving under the influence typically come with a prison sentence of less than 1 year. These crimes may include a hefty fine and a court-ordered mandate. Infractions don’t include jail time.

Instead, infractions incur a fine or community service and include parking violations, loitering and fines for unleashed pets.

Felonies are heard and tried in Kentucky’s Circuit Court, and sometimes, the preliminary hearing is processed in district court — the district court in the county where the offense occurred processes all misdemeanors and infractions.

How To Execute a Criminal Background Check in Anderson County Kentucky

Running a criminal background check can help an individual locate a missing person or family member, determine a person’s honesty or learn more about a possible dating partner. All U.S. citizens have the right to run a criminal background check. However, information derived from background checks must not be used to harass, stalk or coerce the subject.

Some reasons for requesting or performing background checks can be found below, with a brief description of each:

  • Personal: Meeting someone at a social event, on social networking or on a dating app can be risky. A criminal background check reveals if they have a history of domestic violence or crime. Or perhaps an individual is curious about what’s on their record, their friends or family members, or needs to apply for a firearm license.
  • Child & Elderly Care: Working parents who need child care and don’t have a family member or trusted friend available may need to hire a sitter. A criminal background check screens applicants for criminal history or arrests due to pornography or child abuse. Furthermore, employees working with at-risk populations such as the elderly can be screened to ensure they’re law-abiding citizens.
  • Safety: A new neighbor who purchased or rented a house or a new apartment tenant across the hall may seem a bit strange or suspicious. A criminal background check can confirm something may be wrong or reveal the person was not involved in criminal activity.
  • Self-check: When preparing for a new job interview, individuals may want to run a criminal background check on themselves to avoid any surprises.

The Kentucky Court of Justice provides background checks for people living in Anderson County that contain state court activity through the District Court and Circuit Court. Requests are made online or by mail and contain records for traffic, misdemeanor, felony and circuit criminal cases.

Requesting this information is handled by the Administrative Office of the Courts (AOC) program as outlined in the Track Down Anderson County Criminal Records via the Administrative Office of the Courts (AOC) above.

A screenshot of the Kentucky Administrative Office of the Court background check request form displays the required personal information, including social security number, driver's license number, full name, maiden name(s) or alias, and date of birth.

Agencies and employers can run a criminal background check to discover illegal activity or history that may indicate a job candidate might be unreliable, untrustworthy or dangerous. If a candidate with a criminal history is hired and violence, harassment or theft occurs, the employer can be held responsible and sued by the victims.

A criminal background check can prevent companies from losing assets through theft, compromising their reputation due to the employee’s criminal activities, avoiding lawsuits due to workplace injuries caused by an inadequate employee and preventing workforce complaints due to inappropriate behaviors by the new hire.

Agencies and employers can request a criminal background check report using the provided Licensing Agency Request form. Or, they can register with the Kentucky Court of Justice online to obtain more than one report, receive the results by email or set up payment for ongoing criminal background report requests.11 The registration form requires a name, contact information, and other relevant personal details.

Criminal background checks performed by agencies and employers can lead to legal action if not performed in compliance with the Fair Credit Reporting Act (FCRA). Employers must follow the policies detailed by the FCRA, from obtaining the candidate’s consent for the criminal background check to informing them about any unfavorable results that could eliminate them from being hired for the position.

How To Check Criminal Records in Kentucky via State & Federal Agencies

Kentucky’s Department of Corrections offers its Offender Online Lookup (KOOL) as a public service for accessing criminal records. Daily updates keep the records as accurate as possible. However, offender information less than 120 days old may not be in the database.

The Kentucky Offender Search Form offers a simple search and an advanced search. The minimum search requirement is as little as the first letter of the offender’s last name and will return all offenders in Kentucky whose last name starts with that letter. The same is true if a search is done with only the first letter of the first name or the first letter of the middle name.

The results populate the page in a chart with several columns: Offender name, current location, ID # / DOC # (Department of Corrections) and offense counts. Names with a small camera icon to the right include a mug shot. Once the offender’s name is clicked, a new page with all the data on the offender and their arrest information comes up, showing:

  • Name
  • Offender photo
  • Institution start date
  • Expected time to serve (TTS)
  • Classification
  • Minimum and maximum expiration of sentence date (good time release date)
  • Parole eligibility date
  • Location
  • Identifying characteristics
  • Aliases
A screenshot of the Kentucky Department of Corrections case search results displays offenders' information, such as offender name and current location; PID no./DOC no. and offense counts.

The advanced search allows for extra fields, such as indictments, supervision status, escape or abscond date, statute code associated with their offense and an age range option.

Citizens and victims of crimes can use VINELink to search for criminal records in Anderson County and keep tabs on the offender’s custody status and location. VINELink is the online access to VINE (Victim Information and Notification Everyday) and is available 24 hours a day, every day. The VINELink search form requires the name or ID number of the offender and if they live in Kentucky.

There are two checkboxes: Partial Name and Display offender photos in search results (if available). If the name is unknown, enter at least the first two letters of the last name.

The Federal Bureau of Prisons (BOP) provides an inmate search form to locate federal inmates located anywhere in the U.S., including Anderson County.13 The form allows two search options: to Find by Number or Find by Person. The find by number option includes several choices:

  • BOP register number
  • DCDC number
  • FBI number
  • INS number

If an individual is searching by name, the first name and last name are required, and the results return a list including:

  • The inmate’s name
  • Register #
  • Age
  • Race
  • Sex
  • Release date
  • Location
A screenshot of the Federal Bureau of Prisons search results displays a list of offenders with their full name, register no., age, race, sex, release date and location.

The location column may report the inmate as released, not in BOP custody, at another facility or deceased. Available records from this search include data about federal inmates released after 1982. Individuals can obtain older records through the National Archives Records Administration (NARA). The office is located at:

National Archives Records Administration (NARA)
3301 Metzerott Road
College Park, MD 20740-6001

Kentucky also maintains a statewide sex offender registry, which has a search form to find sex offenders, including Anderson County.

Lastly, the National Sex Offender Public Website (NSOPW) allows for a broader, nationwide search of convicted sex offenders. Concerned parties can utilize this searchable database for free and look up offenders by either name or location.

Understanding Your Rights & Using Anderson County Public Records Responsibly

The Open Records Act was enacted by the Kentucky General Assembly in 1976 to ensure citizen’s right to access public records is upheld.

Regardless of whether public records are stored as paper, digitally or on microfilm, they are to be made available by public agencies for viewing or copying. The ability of citizens in the U.S. to obtain public records is a tenable right that promotes transparency and the continuation of civil liberties.

However, with this liberty comes civil protections for citizens being investigated, per the Freedom of Information Act Statute:19

  • Individuals must be notified if public records are used negatively.
  • Citizens have the absolute right to know what’s in their records.
  • Every citizen has the right to ask for their credit score without cost.
  • All citizens have the ability to dispute wrong or missing information.
  • Employers must have permission to run a background check on a job candidate.
  • Public records are not to be shared with bad intent.

U.S. citizens are afforded protection from discrimination by the U.S. Equal Employment Opportunity Commission (EEOC). Employment, housing, education and additional life opportunities for U.S. citizens are protected from biased decisions based on prior convictions and information found in public records.

When a charge of discrimination against an employer using public records is filed, an investigation is opened with mediators who determine remedial actions. The EEOC provides a public portal for filing complaints, and citizens can call the agency at 800-669-4000 or 800-669-6820 for TTY.

Searching public records is a right for all U.S. citizens but should be approached with caution, as these records can come with a liability. This article includes all the resources needed to search free Anderson County public records, such as arrest, criminal, court, marriage or divorce information.
